HPD Registration NYC: How to Register Your Building (2026)

HPD registration is a yearly filing that tells the city who owns and manages a residential building. Owners of every multiple dwelling (3 or more units), and of one- or two-family homes where the owner does not live, must register with NYC HPD each year. The registration year runs September 1 to August 31, and the fee is $13 per building.

An unregistered building cannot certify that violations were corrected. That means you can fix peeling lead paint perfectly and still be stuck with an open violation on HPDOnline. Unregistered owners also cannot bring a nonpayment case against a tenant in Housing Court and may face civil penalties. If you are trying to clear a lead violation, check registration first.

Multiple dwellings with 3+ units, regardless of whether the owner lives there. One- and two-family homes when neither the owner nor an immediate family member lives in the building. Buildings owned by an LLC or corporation, which must also list a managing agent and officers.

1. Create an account on HPD's Property Registration Online System (PROS). 2. Pay the $13 fee through the NYC Department of Finance (it appears on your property tax bill or can be paid online). 3. Enter the owner, managing agent, and 24-hour emergency contact. 4. Submit and sign the form electronically. 5. Save the registration number. You will use it to look up violations and file certifications.

Use our free HPD violation lookup and search by Registration No. to see the building's records. If the registration has expired, renew it before filing any Certificate of Correction.

Letting it lapse after a sale. Listing an old managing agent. Using a mailing address nobody checks, so HPD notices of violation go unread. Forgetting the 24-hour emergency contact, which HPD uses when a Class C condition is reported.
