HPD Violation Classes: A, B, C and I Explained

NYC HPD sorts every housing violation by how dangerous it is. Class A is non-hazardous, Class B is hazardous and Class C is immediately hazardous. HPD orders show as Class I. The class sets how fast the owner must fix it. To see the classes on a real building, check HPD violations free.

These are the times an owner has, from the date the notice is served, before civil penalties can apply if HPD takes the case to Housing Court.

Class A covers conditions that don't put anyone in danger right away, like minor plaster damage or a missing peephole. They still count: unfixed Class A violations stay on the building record, and buyers and lenders see them.

Class B covers conditions that can hurt tenants if left alone, like leaks, broken fixtures or missing smoke detectors. The owner has 30 days.

Class C is the most serious class. Lead-based paint, mold, pests and window guards get 21 days. Heat and hot water violations get no grace time. Most other Class C conditions must be fixed within 24 hours. If an owner doesn't act, HPD's Emergency Repair Program can do the work and bill the property.

Orders to Repair and Vacate Orders issued by HPD appear on the violation list with the hazard class I. These are orders, not ordinary notices, and usually follow serious or repeated problems.
